Haryana announces DigiLocker facilities for citizens

Government has directed offices to provide documents or certificates of the citizens in Digital Locker. It will enable them to produce requisite documents anytime, anywhere in legally acceptable electronic form.

All the all the Administrative Secretaries to Government of the State, all Government departments, boards, Corporations, autonomous bodies,  Deputy Commissioners, academic institutions, registrars of all the Universities and State Informatics Officer, have been directed to provide documents or certificates of the citizens in Digital Locker. It will enable them to produce requisite documents anytime, anywhere in legally acceptable electronic form.

Haryana Government has decided to implement the DigiLocker to provide the citizens a cloud platform for issuance and verification of documents or certificates in digital formal.

An official  spokesman said that all the all the Administrative Secretaries to Government of the State, all Government departments, boards, Corporations, autonomous bodies,  Deputy Commissioners, academic institutions, registrars of all the Universities and State Informatics Officer, have been directed to provide documents or certificates of the citizens in Digital Locker. It will enable them to produce requisite documents anytime, anywhere in legally acceptable electronic form.

He said that all the departments and agencies, in the State, as stated above, shall register themselves as an Issuer or “requester” organization on DigiLocker platform mandatory according to their requirements and take necessary actions to integrate their web or mobile applications with DigiLocker platform for issuance or requisition of documents and certificates.

He said that  Government of India has issued Information Technology (Preservation  and Retention of Information by intermediaries providing Digital Locker facilities), Amendment Rules, 2017 for Preservation  and Retention of Information by intermediaries such as Government departments and agencies providing Digital Locker facilities.

He said that the Issuers might start issuing and Requesters might start accepting digitally (or electronically) signed certificates and documents  shared from subscribers Digital Locker account at par with the physical documents  in accordance with the provisions of the Act and Rules made there under.

He said that  departments or agencies will take necessary steps to digitize legacy data of the documents or certificates available in the physical form, to make it available on DigiLocker platform. The spokesman said that the departments and agencies should also ensure that all documents, certificates issued in past and to be issued in future, are to be made available on DigiLocker platform to the citizens.

He said that documents or certificates made available on DigiLocker platform by issuing Government departments, boards, corporations, autonomous bodies, academic institutions and universities in the State  shall be treated at par with physical copies that are accepted now. He said that service rendering departments, inviting online applications from citizen shall accept such documents issued in Digital Locker of the citizen as valid, as specified in the GOI notifications.

 He said that Department of Information Technology, Electronics and Communication, Haryana (DITECH) will be the nodal agency for implementing DigiLocker in the State.

He said that the DITECH will handhold and provide all necessary support to the departments or agencies at all stages from registration to GO-Live of DigiLocker in departments or agencies with the assistance of National e-Governance Division (Net—JD), Ministry of Electronics and Information Technology, Government of India.
